Mississippi's Blue Envelope Program Aims to Assist Drivers with Autism

During the 2025 Regular Session, a group of bipartisan lawmakers — including Senators Boyd, McCaughn, Suber, Parker, Whaley, McLendon, Berry, Williams, and Wiggins — introduced Senate Bill 2260, an act to establish the Blue Envelope Program under the administration of the Mississippi Department of Public Safety (DPS). Senate Bill 2260 officially took effect on July 1, 2025.


This initiative is designed to support drivers with autism by creating a safer driving environment. It aims to ensure that individuals on the autism spectrum receive the understanding and assistance they deserve during encounters with law enforcement.

For example, if a driver struggles with verbal communication, the envelope can indicate this to the officer. When a law enforcement officer approaches the vehicle, the driver can present the envelope, signaling the need for a thoughtful and sensitive interaction.

    • A window cling decal – displayed in the lower left corner of the rear window to discreetly indicate participation in the program.

    • Informational materials – offering guidance for both law enforcement officers and drivers on how to communicate effectively and respectfully during traffic interactions.

    • A contact information card – for listing a trusted person who can be contacted if the driver becomes nonverbal or overwhelmed.


This user-friendly process ensures that drivers with autism can effectively communicate their needs, making driving a safer and less stressful experience.

Who Can Participate?

Drivers diagnosed with autism spectrum disorder — or parents/guardians of licensed minors on the spectrum — can request a Blue Envelope Program package directly from the Mississippi Department of Public Safety. Information about how to obtain a package will be made available on the department’s website.


Participation is simple:

  1. Display the window decal on the rear window.

  2. Fill out the contact information card.

  3. Store key documents inside the blue envelope.

  4. Keep the envelope in an accessible location such as the glove box or visor.
